I can not install vlc without an authorization password, any suggestions

I HAVE A HP MINI RUNNING UBUNTU. I INSTALLED A NEW HARD DRIVE BUT IT IS STILL ASKING FOR A PASSWORD TO INSTALL OR DELETE A PROGRAM.
