Do I need to exclude /dev, /proc, etc?

Normally, when using rsync to do backups, one excludes /dev, /proc, and maybe some other stuff. Do such standard excludes need to be added manually for system-wide backup jobs?

Yes, you have to add them manually for system wide backups (at least for the moment).
