Hi Milad,

You will need the drivers for ST-LINK/V2. STMicroelectronics have a video on how to use ARM mbed on their website:
http://www.st.com/st-web-ui/static/active/en/jsp/common/flv.jsp?url=https://s3.amazonaws.com/st-videos/mbed.flv&width=576&height=324&title=Getting%20started%20with%20ARM%C2%AE%20mbed%E2%84%A2%20IDE

And they tell you to go to ARM mbed: https://developer.mbed.org.
There you will have to sign up, login, choose your platform. They dont have the F103C8 on there but I think you can use the F103RB, I am not sure though. Either way when you click on that platform, you can scroll down and find the ST-LINK/V2 drivers.

Watch the video for more directions. Hope that helps!

Best Regards,
Andre
