The current setup/installation process for horizon will clone python-keystoneclient from github and install it onto your path. Please make sure your environment is up-to-date. You could try running the install_venv.py script again (for openstack dashboard) or the bootstrap setup script (for horizon) to ensure you have the latest dependencies installed.
