Sourceforge site is down because of it we are not able to fetch the plugin.conf file.
Can you please directly download the 3.15.7 plugin files from here
https://www.openprinting.org/download/printdriver/auxfiles/HP/plugins/hplip-3.15.7-plugin.run
https://www.openprinting.org/download/printdriver/auxfiles/HP/plugins/hplip-3.15.7-plugin.run.asc

Install it by running command 'sh hplip-3.15.7-plugin.run' in terminal or you can choose the second option in "Device Manager- Plugin installer"(hp-plugin) dialogue and browse to the file hplip-3.15.7-plugin.run and select to install.
