hp-setup cannot find the printer neither over the network nor the usb cable

I'm trying to setup my officejet pro 8620 on a laptop running ubuntu 14.04
I installed the HPLIP gui and tried to use it to connect to the printer.
I tried using all three available network discovery options, as well as manually inputing the printer ip address. I also tried increasing the timeout, and the TTL. In each case, there were no devices found. I also tried directly connecting the USB cable, but still the device was not found.
I also tried using the add printer dialogue under system settings. In this case, it is able to discover the networked printer, but the available driver choice, gutenprint, froze while installing.
I have also reset both the computer and the printer and tried again

Hi ,

Please download the latest hplip-3.15.11.run file from here http://hplipopensource.com/hplip-web/gethplip.html.
Run command 'sh hplip-3.15.11.run' in terminal to install the package.

After install, run command 'hp-setup' in terminal to configure the printer.

Let us know if you are able configure the printer and print.
