On Windows 10 lots of dlls fail, cannot install

Trying to install Hugin 2015 64bit on Windows 10:
Hugin 2015.0.0 Setup
...Half.dll - PTBatcherGUI.exe - exiv2.dll - glew32.dll - huginbase.dll - huginbasewx.dll - msvcp120.dll - etc, etc. all fail.

You have probably no write permission in the install directory.

Run the setup as administrator or install Hugin into a directory where you have write permissions.

There is only one user in the system. I assume I am administrator.
Problem persists but as a workaround I am using Windows ICE instead.

Can you help with this problem?
