Removing non-working packages from repository

Would this be a papercut? If not, where is the proper place to suggest this?

My papercut suggestion is to remove the GNUsound application from the repositories. The program has been broken for the last three Ubuntu releases (see bug 282939) causing X11 to crash when the user runs it. Since the package maintainer is obviously not even attempting to see if the program runs, it should be removed from the repository so users are not put at risk.

Adding or removing a package from the default install is not a papercut issue. It needs to be discussed in the desktop mailing list.

IMHO to get this package removed, a bug with the tag 'removal-request' and title '[removal request] PACKAGE NAME AND REASON FOR REMOVAL' should be filed on the package.
