How do I shrink a bitmap image to fit the page when I open inkscape?

When I import my jpeg image into inkscape, the image is larger than the 8 1/2 x 11 page that comes up. I have tried to zoom out of the image but it also zooms out the page. So, what do I need to do to get the image to fit the page when it comes up when I open inkscape?

Use Open rather than Import. ('Open' starts a new document, with the appropriate page size. 'Import' merges the imported image into the current document, and doesn't affect the page size.)

You can also fix the page size at any time using the "Fit page to selection" button in Document Properties (Shift+Ctrl+D).
