when I draw an oval it makes a wedge

Im trying to draw an oval.

I select the round shape tool, and begin to draw (black on white foreground)

I get two square handles. On the right is two round handles. If I separate the two round handles I can then see my oval, drawn progressively in a wedge.

I just want to draw an oval! :)

How can I do this without the round handles being there?

Click the circle icon on the toolbar (the one with the tooltip "Make the shape a whole ellipse, not arc or segment").
