Hi

There is no single button to resize both the page and its content. You can resize the size of the page in the document properties:
Go to "File" > "Document properties". Go to "Custom size" where you adapt its unit and then set width and height to the values you wish.

You can resize the content accordingly e.g. by:
- selecting everything (CTRL+A)
- Go to "Object" > "Transform" > tab "Scale" (hotkey: CTRL+SHIFT+M) where you set width and height to the ratio between the new size of the drawing versus original size of the drawing (so both are 200% if your drawing is twice as large now)
- center the content relative to the page position with: go to "Object" > "Align and distribute" (hotkey CTRL+SHIFT+A). In Align you choose relative to "Page" and click on the third button from the left on both the first row and the second row of buttons.

Hope this helps.
