How can I translate Inkscape in Romanian?

Hi.
If I have Windows installed, can I download-translate-upload Inkscape?
I want to know the steps (how to download & upload+add the translation on the website).

It is not planned to use Launchpad in the near future. We have got many good translations from translators which seem dedicated to inkscape and provide almost professional translations for our vectorgraphic drawing program. We may consider it for languages, which have not been started yet, but this is a topic which needs some further discussion between the translators and the core members of inkscape. I hope this answers your question.
