Windows 8 trouble using options/buttons

OS: Windows 8 (64 bit) (pre-installed on Laptop)

I was using Inkscape the other day just fine, when the selection buttons and tabs just stopped working. I had a Similar issue in GIMP but it righted itself pretty quickly.

Now whenever Inkscape starts I can choose a tool, but I cannot select any options to go with the tool. (color, stroke, style on ellipses and arcs) nor can I select another tool without using the F-keys. All in program buttons have just stopped working, especially radio buttons such as in the preferences.

Steps I have tried: Uninstalling and re-installing Inkscape
Running the most recent version of Inkscape portable.
Deleting my preferences
Using a different mouse. (I have tried laptop's built-in trackpad, 2 wireless USB mice and a wired USB mouse)

I love vector graphics, and Inkscape is my best option, any thoughts as to what could be causing this?

I forgot to mention that when On a full mouse, the scroll wheel is doing nothing.
