There is a function that draws freehand lines (F6), is that what you are asking about?

Yes, the xara freehand function is similar to freehand lines (F6), but he generate a path with less nodes (Well, I can use Simplify path but is a waste of time) :).

Pencil tool has been slightly improved in the latest development builds (it creates smother curves with less nodes) bug 188849, bug 188381

there is a tolerance option in the Inkscape preferences > Tools > Pencil but Im not sure if its working yet
