You can't crop, but you can clip. Draw the required shape over the picture, select the shape and the picture, and set the clip (from the menu: Object -> Clip -> Set).

But if you just want to crop a JPEG or something, you may be using the wrong program - a bitmap editor (such as the GIMP) may be more suitable.
