Maintining Aspect Ratios of lines around layer elements

Some of my graphic images, not all, do not keep their aspect ratio when I downsize them. They do get smaller and maintain proportional ratios, but it appears that the border lines around various elements do not downsize proportionately? So that when I try to reduce, say a 20" graphic, to 6-8" all the lines are much too large for the elemts they surround. Very frustrating, but I'm sure I'm the one doing something wrong. It's not that I creat 20" graphics, but when I download a large SVG file, say a Coat of Arms, I want to reduce its size. HELP! And thank you.

There's an option to control this in the Transforms section of Inkscape Preferences (Shift+Ctrl+P). Make sure you have "Scale stroke width" checked. This option can also be changed when using the selector tool (F1) - it's the first of the four buttons at the right end of the toolbar (labelled "Affect").
