The stroke width scaling features are not working.

When I resize an object the stroke width is not adjusting proportionally, though the appropriate "Affects" setting and/or "Transform" stroke width scaling options are selected. The actual on-screen image is fine, but when I print the image as either the svg file or as a saved pdf or bitmap file the stroke widths do not maintain their proportionality. I end up with very thin vertical lines and very broad horizontal lines.

That looks like a bug. You should use the "Bugs" section to report it.
First use the search function and look for a similar bug. If you find a similar bug, add your information, if there isn't a similar bug create a new report.
Specify what version of inkscape are you running, in which operating system and give all the details you can to help to track the origin of the problem. A sample file would be useful too.

This section is intended for usage questions and not for reporting bugs.

Anyway, as a workaround you could try to convert all the strokes to paths. That, and converting shapes and fonts into paths, usually help to avoid printing or PDF export problems.

Thank you for your feedback. When I tried your suggestion of converting the strokes to paths the on-screen image lost its proportionality and ended up matching the printed format. I would agree that this problem is likely a, with both the PC and MAC versions of the software, and I will get it posted to the "Bugs" section. Thanks again.
