How to save just one of several layers to a file in Inkscape

I have imported a jpg image into Inkscape and outlined some details of the image on a second layer. I would now like to save the layer with the outlines to a separate file without the initial jpg image. Ultimately, I want to convert this layer to a dxf file for importing into a CAD system. Would you be kind enough to explain how I might accomplish this?

Since exporting dxf files can be done by layer, no need to save the vector layer as a separate file beforehand... simply hide the layer containing the jpg image and "export" (save a copy as) dxf the visible vector layer(s).
