improved guides

I would like to have TurboCAD guides. The angle of these guides can be adjusted by dragging a node rather than entering a dialog. There is also a circle available in TurboCAD so that it can be centered and used to find centers by intersection. There is also a guide that can be made parallel to a line and dragged to another location and there is a guide than can be made perpendicular to a line at its center. This is an enhancement to the existing Inkscape guides.
This would be very useful for setting up the construction lines for a Trompe L'oiel work or for any drawing involving perspective. I have done something like it by setting up another layer and drawing lines. There is no circle within Inkscape that starts at the center but is an ellipse that is formed by dragging the edge, which is difficult to use for construction.
I am inexperienced in modern programming - perhaps somebody can point out the path to building a patch to do this.

This is not a question. It's a feature request.
The right place to request features is the bugs section or the blueprints section if you have a more precise idea in mind about the implementation.
As far as I know, there is a blueprint for improved guides already. Take a look in the Blueprints section.
