how to calibrate rulers so that they show millimetres and corespond to the size of the paper?

How do I change the settings so that the rulers show the page size in millimetres?

File > Document properties, first tab, top right corner: Display units : select mm .

Or use Inkscape 0.92 or higher, with the default template. That is always in mm.
