Converting a text to a path:

Select text, then do Path > Object to path.

This will turn the text to a group of paths, one per letter.

Inkscape does not export as JPG.
You can select the text, then do File > Export PNG image, and choose to export the selection. Then use a program of your choice to open the png and save it as a lossy JPG, if that's really what you want.
