Asked by Joe Carter

Although I haven't looked that deeply, I can't seem to find an area to select pms color.

PMS = Pantone Matching System?

If that is correct, here's the answer:
Pantone swatches are part of a patented, proprietary color matching system created by Pantone Inc.
License fees have to be paid for using them in a design program.
Inkscape is free software. Free software actually means more than simply free of charge, but in this case the fact of being free of charge is what makes impossible to bundle Pantone swatches in Inkscape.
There are some equivalent swatches though (the Pantano swatches, for instance ;-).
You'll have to find them (use google) and install the .gpl file in your swatches directory (if you're using windows it is in Documents and Settings/Program Data/Inkscape)
