Short answer: No. :-)

Long Answer:
Inkscape is prepared to work with CMYK, but it still hasn't a working interface and save plugins capable of managing CMYK in an usable way. So, at the moment is not possible to deliver a CMYK PDF or file for print from inkscape directly.
But there are a couple of workarounds. You can export to a high resolution bitmap and separate it as CMYK in GIMP, with the Separate Plugin. You can also import the SVG file (as long as it doesn't use transparencies, blur or filters) and open it in Scribus, and use the Scribus' color editor to convert the RGB imported swatches into CMYK or Spot swatches.
When the Cairo engine will support color management and CMYK, then Inkscape (which depends on Cairo for several operations) will support the output of CMYK PDF or EPS files.
