It takes 20 seconds to display a "save as" dialog.

I am creating animations by converting inkscape .svg files into .gifs through ImageMagick. Worked fine until I got my new computer, got online, and got updated with my software. This also represents a transition from SUSE to Ubuntu. Now CTRL+SHIFT+S takes a long time (20 seconds) to show me the dialog. I find that ALT+F goes right to the File menu, but then ALT-S takes just as long as the shortcut. You can imagine the frustration trying to clone one image to indicate movement in the next.

While I'm waiting for the dialog to appear, the screen is essentially frozen.

It sounds like a bug. The proper place to report bugs is the Bugs section, please close this question and move to the Bugs section.

I'm new to this process. I reported the bug, but does "problem solved" also "close the question?"

Yes. That will mark this question as solved (and that's technically correct, because you got a valid answer).
"problem solved" doesn't mean that the bug is fixed. That will be announced in the bugs section when the bug is fixed.

 I think I just figured it out. When I migrated from my old computer, I retained my old tree of directories. Thinking the Ubuntu "Pictures" folder was extraneous, I deleted it. This morning I created a new
 "Pictures" directory, and it seemed to clve the problem. I didn't have to plant my .svg files there; just have such such directory.
