how do i draw rulers?

How do I draw rulers for guides? I read about it in the Calligraphy Tutorial, but can't find the tool or option.

If you mean the document rulers, CTRL+R toggle the visibility of them.
If you mean stroke guides, to get a controlled stroke when you use calligraphy, you can use the bezier tool (B key).
The bezier tool lets you create straight or curved lines. Just click for straight lines and click and drag for curves.
When you're done, make sure that the created bezier curve is selected, and select the calligraphy tool. Click CTRL key near the curve and you'll see the guide for your stroke.
Don't move the mouse too fast, and the stroke will follow the guide.
