Request additional space for thunderbird-next PPA

The thunderbird-next PPA (https://launchpad.net/~mozillateam/+archive/thunderbird-next) frequently exceeds it's 2GB limit, as it is doing currently. This is where we stage updates which are distributed with the next Thunderbird security update.

I have bumped it to 4G.
