If the major body of work is free, the project qualifies for free hosting. This project's source code (the major work) is GPL, and thus qualifies for free hosting. The art is not free and that should be noted in the project's description so that contributors are warned.

In the mentioned link, it is said just the opposite:

"If the program requires other proprietary pieces in order to run, and those pieces are specific to the program, then the program is not a useable work by itself, and so would not be an open source project for Launchpad's purposes".

Also, what is understood is proprietary parts must be hosted in a different site; and this parts mustn't be required to make the software functional.
