Why does marking a bug report as "private" add 150 points to the heat score of that bug?

Bug heat borrowed heavily from Brian Murray's "Gravity" calculations that he used for so long in calculating important bugs to look at for Ubuntu. Most of the scale values are taken directly from that. I believe the idea is that if a bug is private it needs to at least be looked at, more so than another non-private bug.

Now this assumption certainly may not be true, but there it is. :) I've heard strong opinions both for and against having this number added for private bugs, and we settled on letting the opinion of people who triage a large number of bugs be our guide on this question.
