Awful Launchpad usability

I used to be a Launchpad's user for several years, yet whenever I try to find something I experience severe sufferings from stupid usability, which is really pissing me off!

Ok, this a project's page:

and now, for pity's sake, tell me how could one reach that page which has details on how to add a repository for installing the package?!

As near as I can tell, nobody has set up a ppa for building a package for you to install. Further, there are no branches associated with the project. So the reason you cannot find details on how to add a repository, is that no such thing exists.

It would seem that xcache has never really focused on building packages (their ownly download links are to the source directly).

I'm not sure why you would expect that Launchpad itself would have packages when nobody set it up, though. Is there a reason you felt the packages were supposed to be available on Launchpad?
