review.openstack.org login different than my gerrit login

When I login to the webpage review.openstack.org, openid/sso automatically logs me in as 'jhtran', however, when I submit code reviews in gerrit I have to do it as 'jtran'. If I attempt to submit gerrit reviews using 'jhtran' it tells me I don't have a EULA. This is probably related to a past OpenID merge issue https://answers.launchpad.net/launchpad/+question/197359

hi, I've checked into this on our end, you only have one open id identifier. Everything else is fine so the issue may be on openstack side of things but from the LP end it's ok
