Prevent a specific user from marking bugs as security vulnerabilities?

Is is possible to prevent a specific user from marking their bug reports as security vulnerabilities?

The user https://launchpad.net/~patrick-dreier has been marking his bug reports to Pinta (such as https://bugs.launchpad.net/pinta/+bug/1189217) as security vulnerabilities in order to draw more attention to them, and we have given him several warnings already. I'd prefer not to have him banned entirely, though, since it seems like his bug reports are legitimate.

Hi, no there isn't, the best thing would be talk to the user and explain that it's causing some issues. perhaps also pointing them towards Ubuntu bug control so they can get involved there and learn more about the bug triaging process.
