How to enable main/debug in a PPA?

Hi there. I'm sure I read that to install *-dbgsym packages from a PPA you have to enable the "main/debug" component in your sources.list. However I can't seem to find that component in any PPA, e.g.:

  http://ppa.launchpad.net/yorba/daily-builds/ubuntu/dists/raring/Release

I suppose you have to enable an option somewhere in order to have that component. However I can't find any option in +edit. So: what are the steps to enable and disable main/debug?

Only admins can enable the per-PPA setting at present. We may eventually open it up more, but if you want it enabled on some PPAs, just ask.
