why launchpad is blocking my translation?

i am trying to upload an update for the hebrew translation of synaptic - it is a very critical update because the current translation has many wrong translations.
but when i check the import status it just says that my translation "BLOCKED" and i have no idea why. poedit doesn't give me any errors for the translation.
can someone explain what's going on please?

Hi Mark, it helps if you provide a direct link to the imports page (because now I have to look it up on several pages, like the ones for dapper, feisty, gutsy and hardy).

If it was for Hardy, it's in Failed, and not Blocked (as a matter of fact, I can not see it as Blocked in any of dapper, feisty, gutsy and hardy):

If you are uploading this yourself, you need to keep the X-Launchpad-Export-Date header in the PO file. Also, please paste the error email you are getting about this.

i re-uploaded my translation - that fixed the problem.
i still don't understand how it was blocked i had the X-Launchpad-Export-Date header in the PO file and i got no error mail about what this.
