To upload your translation you must sign the Ubuntu Code of Conduct and become an ubuntero.

http://ubuntuforums.org/showthread.php?t=110722

If you are ubuntero you can upload files in Launchpad, and if you are not a member of Bosnian Translation Team they will be uploaded as suggesions and must be approved by a member of Bosnian Translation Team.

Regardin the other problem of not receiving any answer for your team member requiest, please try to contact the team owner and find the reason why you are not accepted.

Note in addition to Adi's explanation: it's up to the team's owners to decide whether to accept a membership application. Bear in mind that you do not actually need to be a member in order to translate Ubuntu in the Launchpad UI!

Membership of the translation team involves additional responsibilities such as reviewing translations made by others; looking for and removing unnecessary differences between Ubuntu translations and upstream translations; and enforcing and helping develop translation standards, e.g. how to translate a particular term.

I created two OpenPGP keys.First key isn't uploaded on server because I forgot my password.Second key is uploaded and now when I try to sign code of Conduct, when in Terminal type gpg --clearsign UbuntuCodeofConduct-1.0.1.txt then I am asked for my password which I forgot and cant sign (this key isnt uploaded). What to do?

If you forgot your private key's password, then you need to make a new key pair, register that key in Launchpad, and revoke the old one.

On the web page for translating a particular package, use the "Upload a file" link from the page:

  https://translations.edge.launchpad.net/ubuntu/intrepid/+source/launchpad-integration/+pots/launchpad-integration/bs/+translate

If you are not a member of the Bosnian translation team, you can only upload suggestions.

Btw, the above page is only an example. "Upload a file" link is among the second-level tabs.
