Projects "bayonne" and "cape" need to be re-assigned

The GNU Telephony project (https://launchpad.net/gnutelephony) was originally created in Launchpad "ages" ago (3 years ago :) and very little was done with it until very recently. However, during that period, two package subprojects, "bayonne" and "cape", lost ownership status and are now in a stale state and under registry admin. I am reclaiming them :). Actually, "cape" itself should probably be entirely removed, as I intend to replace it with sub-projects for it's actual individual constituent packages (commoncpp2, ucommon, ccscript, ccaudio, ccrtp, etc) as needed under GNU Telephony.

Hey David,

have assigned yourself as maintainer on both bayonne and cape.
If'n when you're ready to remove cape, let us known and I'll mark it inactive.
