Why are ARM builds consistently much longer than those for other processors?

In my PPA (https://launchpad.net/~luis220413/+archive/ubuntu/security-updates), builds for arm64 and armhf consistently take much longer (2 to 10 times) than the builds of the same source packages for amd64, i386, ppc64el and s390x. Why does this happen?

I'm not sure there's a sensible answer we can give here beyond "the hardware is slower". We do have some hardware upgrades in (slow) progress, though.

"The hardware is slower" answers my question. I would like to get notified when hardware upgrades are done to the production ARM builders.

We just added a significantly faster arm64 compute node today which is taking a fair amount of the load already, so that's likely to help.
