Addressed; thanks for reporting.

For bugs, there is a bug locking feature, but it was implemented with a very specific (internal) use case in mind. We are currently evaluating extending this to be more generally useful.

I've now turned of answers for the project in Launchpad. Old questions are still accessible by URL but (hopefully) less easy to find for spammers with the list gone.

Bug locking, as it is implemented today, only locks editing the metadata of the locked bug and its bugtasks. It doesn't block posting comments.
