Non-free stuff on PPA

I wanted to package some "non-free" packages (they are free and GPL, but needs non-free header files to compile).

Software is:
http://www.anticore.org/jucetice/?page_id=4

My idea was to create empty packages that will, in postinst, download and install binaries.
Is this Okay?

(I contacted the author of the software (but not the header files), and he's ok with this)

All source in a PPA must be a free licence unless you pay for a commercial subscription. You can do the postinst thing, provided the source is not using the non-free header files.
