A colleague in France wasn't having a problem, but he resolves to 194.254.163.34

I find that:

* HTTP to 194.254.163.34 works fine
* HTTPS to 194.254.163.34 gives "connection refused"
* HTTP to 194.254.163.9 gives a redirect to HTTPS
* HTTPS to 194.254.163.34 gives the "403 Forbidden" error as above

Hi,

We are migrating the web site to a solution based on Joomla instead of a
wiki. This choice is primarily due to a lack of contributors of the wiki.

In the meantime, it seems that DNS has some troubles about the change of
IP address for the domain marionnet.org, and this is out of our control.
The only solution I see now is to reuse the old IP number for the new
server and consequently prevent the access to the old server. So, the
correct IP number will be 194.254.163.34, but the wiki (and the old
site) will be not accessible.

If you are searching some content that aren't in the current site, I can
move it from the old wiki. We have already done this work but it's
possible that we have forgot something interesting.

OK. It's possible I had a cached version of the front page, which was still pointing to the wiki links.

I have done a refresh and I now get the new home page and the new (non-wiki) content.
