Why are the location/country disabled?

If you are using 0.7.X (the version in Jaunty) and the country/location dropdowns are grayed-out (disabled) when you try to scan then install the dvb-apps package.

dvb-apps is not required to run Me TV, nor to scan, there are plenty of sources for obtaining initial tuning files. Alternatively, you can import a channels.conf file. In updated versions of Me TV, dvb-apps/utils is recommended.
