If I want to use VPN (pptp), must I also use DHCP?

If I have my workstation set up to use a static IP address, I am not able to see the menu entry for "VPN Connections". If I switch back to DHCP, then entry shows and I can try to connect to the VPN.

It appears then that being able to use the GUI to configure VPN makes the use of DHCP to be a requirement. Is this restriction really necessary (i.e., shouldn't they be unrelated, independent, unrelated options?).

I Have that problem too. It's known bug, but who, and when fix it???? It's very old bug....
