Where is the "uec-publish-tarball" command line ?

I've installed OpenStack Nova Cactus on a Red Hat distribution.
I can't publish images because the "uec-publish-tarball" command line is unknown.

The euca2ools RPM provided by Red Hat doesn't contains this command and the euca2ools downloaded directly from the Eucalyptus web site doesn't contains this command.

So the question is:
Where comes from the "uec-publish-tarball" command line specified in the "OpenStack Compute Administration Manual" ?

UEC is Ubuntu Enterprise Cloud, they are helper scripts created by ubuntu.

I think this step in the manual is specific to a Ubuntu installation, since the Ubuntu cloud-utils package contains this command.
