Can't create more that 16 vCPUs per host using KVM on Ubuntu 11.10 running OpenStack Diablo

Hi,
I'm running OpenStack Diablo on Ubuntu 11.10. The cluster consists of 9 servers with 24 cores each and I'm using kvm.
I can not create more that 16 vCPUs per physical host. For example if I create 4 core VMs then I can not create more that 4 VMs. The status of the fifth VM remains building.
The max vcpus in /usr/src/
#define KVM_MAX_VCPUS 64
So I expect to be able to run 64 vCPUs per host! Right?
What is the problem with my setup? How can I increase the limit?
