No. I (as de-facto sole maintainer of QBzr) don't have such plans.
It does not mean that somebody can't do this though.
It's a free software, anybody can work on such port. Patches are welcome.

There's not much support for PySide generally, PyQt is still the go to project for Qt Python bindings. A better question would be plans to port to Qt 5, but there's not currently packages for PyQt 5.
