Building the docker image from a folder in the container

I was reviewing the Rally Dockerfile and I see that Rally is installed from the files that you put in /tmp/rally
Why not just make a git clone/checkout of the latest tag on Github? With this we can be sure about the code used for the installation.

This Dockerfile is intended to build rally from current directory. E.g. if you want to build image with your own changes, which are not on git repo yet.

Can you help with this problem?
