16kHz and 32kHz sample rates missing

I do also miss the sample rate of 32 kHz, because it enables the playback of up-to the audio frequency of 14.1 kHz, instead of only 10 kHz. For grown-up human ears the highest audible frequency is about 15 kHz.

You can change the sample rate with dconf-editor, key=org/soundconverter/resample-rate
The value is used as it.

I will add these two rates to the list, so they appear in the UI.
