ls: cannot open directory /: Permission denied

Whenever I try to run the 'ls'-command in the Terminal-app in '/', I get the error "ls: cannot open directory /: Permission denied". Even when I log in as root via 'sudo su root' I get this error message.
However, when I log in to my device via 'adb shell' I can run 'ls' in '/' and get the expected directory listing.

How can I list my files in '/' using the Terminal-app? Could this be a bug?

(My device is a Nexus 4, I'm running Trusty Thar and the build is r250)

There's a similar bug for the Filemanager [1] where no files in the root directory '/' are displayed. This is an app confinement/permissions issue since click packages aren't ran as root.
