how do i help?

I am aware that this may not be the section for my question, but since i couldn't find out where to ask it i might as well do it here.
I'm using ubuntu for 4 months now, and found out about launchpad because i wanted to file some bugs. I am no coder, but i would like to give a helping hand in ubuntu development in the aspect of design. I have over 4 years of experience with adobe photoshop and corel painter, as well as some more than decent know-how of flash and gimp. The reason why i am so eager about this is that i believe that the gnome panels badly need work, and that making a seamless integration of qt apps in the gtk environment would improve ubuntu appearance dramatically.
I am not after any credits of some sort, but would just want to be able to discuss matters with the people who are actually doing the ubuntu design, and if needed add my own contribution to it.

Try the GNOME Usability mailing list,

You can read the list archives so that you have an understanding of the current issues.
You can actually download the "Downloadable version" of the list archives and you can import them in your Evolution Mail.
In GNOME Usability it is good to make mock-ups so show your ideas of how things can improve.
