install tar

Hello out there

I am new to Ubuntu and am having trouble with tar, and bz,bz2 file, deb is easy i like deb files,lol
I an trying to install the drivers for my wireless USB adaptor (plus of one's)
This is the name of the file can someone please tell me how to install it, the file is sitting on the desk top. I understand that I must use a command window (please for give the windows terminology like I said new to this)

can you give me step by step instructions

RT73_Linux_STA_Drv_1.0.2.0.tar.bz2

I can't wait to get rid of windows and Ubuntu for now on
