Ubuntu uses too much CPU

I'm using Dell 700m running Ubuntu 8.04 and XP dual. I don't know why Ubuntu uses lots of CPU resource. Normally it uses 20-25% of the CPU (hardly ever goes under 20%). But sometimes I don't know the reason why it takes up 95%-100% and my laptop heats up.
I just use some basic software like: firefox, pidgin, skype, gizmo (with visual effect enabled). I tried to disable all the visual effect but it did not work. I also try to expand the swap disk but it did not work too.
Anybody have the same problem with me?
